In a 17-page order, Hillsborough Superior Court North Judge Mangones ruled that the Town of Francestown violated the Right-to-Know law by improperly sealing non-public minutes and when it attended joint meetings with other towns. The town improperly sealed the non-public minutes for 3 separate meetings. The town failed to post notice for 2 joint meetings and failed to keep minutes for 1 joint meeting. It also committed a scrivener’s error when it failed to record the motion to enter a non-public session in the public minutes.
The town was ordered to unseal the minutes and was enjoined from improperly sealing minutes in the future. It was also ordered to provide proper notice and minutes for future joint meetings. The full order can be read here.
