Both HB138 and HB656 were voted 15-0 to be inexpedient to legislate by the House Judiciary Committee last week. Both bills would allow records to be inspected at no cost. As noted in the identical report on both bills by Rep. Michael Sylvia, these bills were combined with HB606:
The committee had three very similar bills addressing RSA 91-A:4 IV, all seeking to clarify and strengthen the public’s right to inspect, or receive electronic records without being charged a fee. The committee unanimously agreed to amend HB 606 to encompass HB 656 and HB 138.
Both bills now go to the full House for a vote.
